We wouldn't even be having this discussion if President Obama had put in a passable budget in the last 5 years. The reason we have these continuing resolutions is because there's no budget in place. I believe Obama put sent 2 budgets to congress but they were both killed in the Senate and House , (one of which is held by his party). Maybe Obama should sit down and get serious about putting forth a balanced budget his own party can pass.
